Preface
The EU Bioeconomy Strategy is a vital instrument for aligning efficient land use, sustainability goals and climate targets of the EU. Its review is an opportunity for building a robust and comprehensive framework that effectively guides limited biomass resources from primary production to end uses while promoting circularity and fostering ecosystems services.
In response to the European Commission’s consultation, the Agora Think Tanks – Agora Agriculture, Agora Energiewende, and Agora Industry – have submitted a joint contribution outlining strategic priorities and actionable policy proposals. These focus on efficient use of limited biomass resources, embedding circular economy principles, and incentivising land-based ecosystem services.
This contribution proposes an enabling policy environment that includes a cross-sectoral assessment of biomass demand and supply, a biomass roadmap and an integrated governance framework for land and biomass use for building a competitive, resilient and sustainable European bioeconomy.
